When working at Cambridge Consultants some time ago on Clean Technologies we investigated a similar concept. One aspect was using commodity items similar to car wheel hubs to make turbines affordable. The problem then was efficiency which usually increases with size; as a consequence, these small turbines to be not very efficient. In addition, there were other issues such as the noise generated by a large array of such turbines or maintainability and reliability.
